[Chief Tom Osley]TRIAD is a community policing initiative between seniors, law enforcement, and service providers. The Hatfield police department works in conjunction with the Hatfield Council on Aging to provide education and services tailored to the needs of the senior citizen communities. Police Chief Thomas Osley is the TRIAD officer for the Hatfield police department.

TRIAD works with a S.A.L.T. council (Seniors And Lawmen Together). These S.A.L.T. councils are made up of both senior citizens and persons providing services to the aging. They are formed to serve as advisors to law enforcement leaders in the community through TRIAD.

This group will aid law enforcement departments in determining the crime and public-safety-related needs and concerns of the elderly and will suggest services to meet these needs.

TRIAD works to:

  • Increase safety through education and crime prevention
  • Reduce criminal activity which targets older residents
  • Alleviate senior citizens' fear of victimization, build confidence, and improve the quality of life
  • Enhance delivery of law enforcement services to seniors
  • Increase support of law enforcement operation and efforts
  • Increase awareness of the available services for our seniors including the scope of the crime prevention and victim assistance programs
  • Provide appropriate attention to the fears and concerns of seniors and help reduce unwarranted fears
  • Increase sensitivity of law enforcement officials to difficulties experienced by our seniors
  • Increase involvement among the senior population in the planning, development and execution of strategies and programs to help meet their needs
  • Encourage greater involvement from the community in implementing solutions
  • Improve communication networks between communities

The S.A.L.T. council works to:

  • Identify crime-related trends and perceptions of seniors
  • Survey seniors' groups and seek input on their concerns for safety and security
  • Look at existing programs designed to meet local needs of seniors
  • Prioritize the needs in terms of recommendations for expansion of existing programs
  • Aid in the planning and implementation of programs
  • Assist in monitoring and assessing the impact of TRIAD initiatives
  • Continue to assist in adjusting and adapting the program to the needs of the community
